Chief Technology Officer

Position: Chief Technology Officer  – Location: Hanoi

JOB PURPOSE

Own and drive the end-to-end technology vision, architecture, and execution across 9Pay’s full suite of Fintech products — including e-wallet, payment gateway, BNPL solutions, money transfer, and collection/disbursement services — as well as hardware products such as the Payment Notification Speaker. Ensure scalable, secure, and compliant technology infrastructure that supports rapid innovation, seamless user and merchant experiences, and sustainable business growth. Lead and grow a high-performing engineering team to deliver resilient, high-quality products in alignment with business strategy and regulatory requirements.

KEY RESPONSIBILITIES

  • Lead the end-to-end technology strategy and execution at 9Pay, overseeing the architecture, infrastructure, and development of the company’s comprehensive Fintech product suite, including e-wallet, payment gateway, BNPL, money transfer, cash-in/cash-out services, and hardware products such as the Payment Notification Speaker.
  • Design and implement a modern technology platform that ensures performance, scalability, security, and full compliance with the regulatory framework of the State Bank of Vietnam and other relevant authorities.
  • Build and lead a high-performing technology team, covering software development, DevOps, cybersecurity, infrastructure, and R&D. Foster a strong engineering culture based on excellence, collaboration, and continuous improvement.
  • Oversee the technology project portfolio, ensuring on-time and on-budget delivery while maintaining high quality standards. Collaborate closely with product, operations, legal, and business teams to align technology with strategic business goals.
  • Ensure compliance with security standards and legal regulations related to payment intermediaries, user data protection, and financial technology operations.
  • Evaluate and adopt emerging technologies (e.g., AI, Blockchain, Cloud-native infrastructure, Big Data, Open APIs) to improve product competitiveness, system efficiency, and innovation velocity.
  • Act as the strategic technology advisor to the BOD, providing insights and recommendations for digital transformation, technology roadmap planning, and key infrastructure investments.

REQUIREMENTS

  • Minimum 5 years of experience as a CTO or in an equivalent senior technology leadership role, preferably within Fintech, banking, or licensed payment intermediary organizations.
  • Strong strategic thinking and deep expertise in financial systems architecture, especially digital wallets, real-time payment processing, bank integrations, reconciliation, and transaction security.
  • Solid understanding of Vietnamese Fintech regulations, including policies from the State Bank, data privacy laws, and security standards such as PCI DSS, ISO/IEC 27001, etc.
  • Proven experience in building and operating large-scale, distributed, high-availability technology systems with robust security and high throughput.
  • Demonstrated ability to lead and scale technology teams (20+ people), develop talent, and drive performance in a fast-paced, growth-oriented environment.
  • Capable of making swift, well-balanced decisions at the intersection of technology, business, and compliance.
